The easiest way to become a straight A student and get on the honour roll and then stay there, is to make sure your Sim students have a good balance of fun in their life. If they're down in the dumps they're going to whine and not do their homework.
The best way is to either have them do their homework straight after school or have them go to the TV. You can do it in reverse if they've really had enough. You don't need to fill the Fun bar either although the more you can top it up the better. The TV is my favourite option because it also brings up their Social if they're watching with other sims and it can increase their relationship with those sims. They can also learn through different channels (although this depends on age).
Choose an activity that has high levels of Fun so it increases as fast as possible. To see what items are the best for this look at their info when you're in buy mode. Normal playing between children Sims can also work quite well. Playing chess, playing the piano and painting are also good for increasing Fun and they also increase skills at the same time but things that are related to their traits are also good ideas.
Completing homework together is also good for their homework 'skill'.
