To be able to have adults and younger Sims start as siblings from when you create them in Create A Sim/Create A Household, you need to have the Nraas Mods in place; Master Controller, Story Progression and Relationships.

Follow the instructions carefully to install these mods and the limitations in the Edit Relationship screen will be gone. You merely add them as normal.
